Sit-at-home Appointed Chairmen, Councilors' Defence of Budget At OSHA, A Naked Dance In The Market Square- Osun APC Chides Lawmakers
PRESS STATEMENT. (17TH DECEMBER, 2025).
The Osun State chapter of the All Progressives Congress (APC) has berated the state House of Assembly over the illegality being perpetrated in the House in order to undermine, twist and rewrite the judgement of the Supreme Court which expressly granted full financial autonomy to the local government councils.
It is laughable that the state lawmakers could condone or be active participants and working in cahoots with such an illegal association impersonating the members of the Association of the Local Governments of Nigeria(ALGON).
One Sarafadeen Awotunde alias 'Spain' who has been the arrowhead of the impersonators ought to be behind the bars, in a saner society. Such conduct is not only criminal but also contemptuous of the Supreme Court's decision in the context.
The duo of the Osun State House of Assembly and the impostors chairman should stop dancing naked in the market place which is giving our state among other states a name not worthy of expectation in the estimation of the right-thinking members of the society.
The ludicrous budget defence of the impostor was self deceits, calculated to retain the already disillusioned, sit-at-home illegal local government councils' impostors who were mere victims of the Governor Ademola Adeleke-led confused administration that has being shamelessly handling the affairs of the state by impulse instead of proper planning.
The pliable pack of the lawmakers in the state House of Assembly have spent close to three years in the hallowed chambers for them to know that it is the governor that presents the budget to the house of assembly and not a ragamuffin and a truant illegally parading himself as the Osun State ALGON chairman.
By the virtue of the judgement of the Court of Appeal of the 10th of February, 2025 which was not appealled against by any party, Hon Samuel Abiodun Idowu remains the legally recognised Osun State ALGON chairman who has been effectively superintending the affairs of the reinstated APC local government council chairmen and councillors to date.
It is our observation as a party that the indication of having boys in occupation includes when some impostors stormed the state legislative arm and claimed to present a budget.
It should sink in the subconscious of the satellite state lawmakers that no state house of assembly has the power to alter constitutional provisions.
With the local government autonomy, it becomes necessary and proper for the local governments to present their annual budgets to their local legislative councils (i.e., the councillors), not the State House of Assembly.
The local government autonomy means that the local governments can govern themselves independently, especially in terms of finance, administration, and decision-making, as guaranteed by Section 7 of the 1999 Constitution (as amended).
The Legislative Arm of the Local Government (Councillors) is empowered to review, debate, amend and approve the budget presented by the Executive Chairman.
The State House of Assembly no longer needs to approve local government budgets under full autonomy. Their role is to make laws that provide the framework for the local government operations, but not to manage their daily finances or budgets.
What the full autonomy of the local government administration is espousing is that budgets should be presented and approved by the local councillors and not the State House of Assembly.
Enough of the humiliating reduction of Osun State to comic theatrical side of the nation because of the glaring lack of capacity of those directing its affairs at this time in the unfortunate history of the state.
